Tornado Alley and the South have demonstrated for centuries that they are the dangerous area on earth for natural disasters. No building codes or rational practices seem to take root there. Like Houston four times voting down flood control measures in favor of building more houses and relying on federal disaster relief money to repair the damage Houston refuses to address. New Orleans builds over the millenia old flood plains which dispersed water and follows Houston's tradition of self-destruction.
